Abstract
The research teams have tried the deliberative forum in
the Public Policy on Energy drafting plan in the nine provinces in Thailand on
three occasions. The Issues Books was drafted with the status of the Energy
Usage in Thailand. The preparation including the randomization of the
population in the nine provinces and approaching individual villagers at their home town to
build the understanding of the process. One and one half days forum was
designed to bring the targets group to meet in the large and small sessions.We
have used the deliberative process to build consensus from the collective
decision of the future plan of the Thai Scenario of Energy Usage. The result
confirmed the usefulness and acceptance from the participants. The process of
deliberation can make the people to come to the agreement in the peaceful way.
There were changes in the opinions of
the villagers who came to the forum with several significant outcome. The
suggestion come from the participants of the deliberative process to include other
provinces in the more extensive involvement and in all other difficult issues
such as Political and Democracyissues .

We believe if we can do the Deliberative Process in
any of the Public Policy in other difficult issues especially the Power Plant
Construction Plan, when the time come to implement the plan, it will improve
the understanding and trust. With the more meaningful Public participation of
the villagers in the area and not only the definitely selected one. The
villagers will have time to think and to collectively decide together long
before hand. The implementation of the plan that were done together again with
the deliberative process, the siting process will not make the people feel that
they are forced to believe and decide.
We just hope these process will convince the decision makers to apply
the deliberation in their drafting plan and Implementation.
