BUREAUCRATIC REFORM AND STRUCTURAL TRANSFORMATION

Abstract

Bureaucratic reform and structural transformation is  in the context of public administration reform. The extent of bureaucratic reform is touching aspects of the structural transformation of bureaucratic culture in the development of Indonesia. There are three aspect for discussion in this paper. First, the bureaucratic culture is occupy strategic positions in the realization of national development goals. Therefore normatively, the bureaucratic culture are coloring bureaucratic developments in each period of development. Second , the structure of the bureaucracy has become a reference in stages to achieve development goals. The structural changes that have taken place as a transitional acceleration of agrarian society to an industrial society. The bureaucracy as a strategic instrumental is not merely to pursue economic growth, but  bureaucracy should be able to carry out the tasks of human resource development. In fact, bureaucracy to be rooted (embedded) in the scope of the socio-cultural , which can be affected the culture of bureaucracy in the structure and dynamics of the systems in the bureaucracy. Third,  a bureaucracy are reflected the interaction between  value and factual factors. The bureaucratic reform is a process of manipulating the value of a structural determinant that can reach the procedural aspects of the cultural and structural. The framework of development orientation diagnose are reform  to demonstrate the level of accuracy in identifying the determinants of the value of the bureaucracy  which  provide therapy and produce accurate in determining the figure of bureaucratic reform in various cabinet ministries Indonesian development .
