Abstract
After the Constitution
of 1945 amendment, the
are a change in the concept of natural resource management
authority. These changes coincide with the entry into force of Law No. 32/2004 on Regional Government, which gives a broad
decentralization and autonomy to the regions, including the authority to manage
natural resources in the region. Decentralization of authority is intended to
provide an active role in improving the welfare of the local communities in the
area. But in practice decentralized natural resource management authority is
feared mis used, so that local
authorities need to be limited at least remain in the central government's
control over legislation.
