ABSTRACT
Oil and Gas Potential in Sumenep, Madura relatively abundant. Some areas
in the region of eastern island of Madura, there are about six trillion cubic
feet of gas (TCF). So, it becomes target of oil companies to build partner with
Sumenep. Oil and Gas Industry in Sumenep recorded was started in 1982.
Santos Oyong Australia dominate maleo Block I and II in the waters of
Raja Gili Gili Genting Sumenep district which is the second largest Oil and Gas
blocks after Kangean. Even the state-owned oil and gas company of Malaysia
(Petronas), which since 2006 has blocked oil and gas blocks in the waters Poday
(Sepudi) Sumenep. Ironically, in the middle of energy wealth and the increasing
number of oil and gas companies that operate precisely gives the downturn to
the surrounding community in exploration and exploitation of oil and gas
exploration. Deterioration obtained very inversely proportional to DBH that
received the region. Why there are quite striking differences between DBH for special
autonomy and non-autonomy?

Results of the study were presented to the authors: (1)
Existence of Oil and Gas management in Sumenep increasing rapidly, as shown by
the increasing number of oil and gas in Sumenep; (2)
Partnership pattern was built by the region with local with Oil and Gas Company
is called Production Sharing Contract (PSC) as may be prescribed by the Central
Government. Local governments have less authority to determine and establish
contracts with oil and gas companies; (3) Oil and Gas Proceeds received by the
Regional allegedly unfair, because the percentage of DBH and not balanced with
efforts to anticipate the harmful effects it has on the oil and gas producing
regions; (4) Lack of transparency of operations report in Oil and Gas activities by
Oil and Gas companies, thereby potentially harming the region in terms of
revenue and CSR, DBH, PI,CD and Cost Recovery. (5) Existence Oil
Companies which operate without a license from the county.
