Abstract
Bureaucratic
reform
aims to provide the
best service to the community, by
improving the quality of human
resources. They are expected
to provide well-being and sense of justice in
society. Bureaucracy has the duty and function
not only focus
on public services, but also as a motor
of development and empowerment activities. Policy objectives of decentralization and regional autonomy, among others, to improve the quality
of public services, democratic
local governance, justice and social welfare enhancement, empowerment of local communities.
